The province is generally responsible for regulating air emissions to the outside environment. In BC, the exception is in the Greater Vancouver Regional District (GVRD), where the province has granted authority to the GVRD to regulate outside air emissions in its jurisdiction.

VANCOUVER REGIONAL DISTRICT (GVRD)
The province may choose to issue a permit or approval for some types of industrial air emissions. (Environmental Management Act)
The GVRD is developing codes of practice to regulate industrial air emissions in its jurisdiction. Currently, no code is planned for photo processing or digital imaging. (Air Quality Management Bylaw 937,1999)
