Confined space means a space in which, because of its construction, location, work or contents, a hazardous accumulation of a gas or vapour, or an oxygen-deficient atmosphere may occur. (Industrial Establishments Regulation 851/90, 1)
Mechanical equipment must be locked out before a confined space can be entered. Pipes must be blanked before the confined space can be entered. (Industrial Establishments Regulation 851/90, 68)
Before anyone is allowed to enter a confined space, the atmosphere must be tested and evaluated by a competent person. The results of the testing must be recorded and the space must be certified to be free from hazards and will remain so. (Industrial Establishments Regulation 851/90, 68)
