A confined space is a place that has restricted means of entry and exit due to location, design or contents. (Occupational Health and Safety Act General Regulations EC180/87, 13.1)
The employer has a general duty to provide instruction and training necessary to ensure the health and safety of employees. (Occupational Health and Safety Act 1988,13)
The employer must ensure that an employee only enters a confined space when the following conditions are met:
· There is a safe method of access and egress from the confined space
· Mechanical equipment in the space is disconnected from its power source and locked out
· The space is tested and evaluated by a competent person who uses an approved, calibrated instrument, records the results, certifies that the space is free from hazard, and specifies procedures that must be followed to ensure that the space remains free of hazard
· Employees entering the space and stationed outside the space have been trained in emergency procedures. (Occupational Health and Safety Act General Regulations EC180/87, 13.2)
The employer must ensure that an employee only enters a confined space that contains, or is likely to contain, a hazardous accumulation of a vapour, oxygen at a concentration less than 19.5 percent or greater than 23 percent when both the following conditions and the entry conditions listed above are met:
· The space is purged and ventilated to provide a safe atmosphere
· The atmosphere in the space is continuously monitored
· An employee is stationed outside the space
· The employee entering the space uses equipment necessary to ensure his or her safety
· Provisions have been made for emergency rescue
· A person trained in cardiopulmonary resuscitation is available
· The employee entering the space is wearing CSA approved breathing apparatus
· The employee entering the space is wearing a safety harness with attached lifeline
· All safety equipment has been inspected by a competent person and found to be in good working order (Occupational Health and Safety Act Regulations General EC180/87, 13.3)
The employer must ensure that an employee only enters a confined space that contains, or is likely to contain, flammable vapours when the following conditions are met:
· The concentration of the vapour does not exceed 50 percent of the lower explosive limit and the only work being performed is cleaning or inspection that does not create any source of ignition
· The concentration of the vapour does not exceed 10 percent of the lower explosive limit and the only work being performed is cold work. (Occupational Health and Safety Act General Regulations EC180/87, 13.4)
The employer must ensure that when an employee enters a confined space, another employer remains in attendance outside the space at all times. The attendant must be capable of raising an alarm to summons assistance and be knowledgeable in the correct use of the emergency retrieval system procedures. (Occupational Health and Safety Act General Regulations EC180/87, 13.5)
